Bring handover notes into the RideOps sign-in routine

Give each Operator the information they need to read before continuing in RideOps. An active handover note can require acknowledgement from the signed-in Operator.

Create the Note in the Mobaro Backend and select Require operators to acknowledge this note. RideOps shows Not ready for operation until that Operator acknowledges the active note and any other outstanding conditions are cleared.

Each Operator acknowledges a Note once for its lifetime. If the information needs a fresh acknowledgement every shift, create a new Note for that shift.
